English Councils Intend to Dispose of Social Clubs and Leisure Facilities to Balance Books

According to a latest study of municipal councils, English councils are preparing to offload social clubs, athletic facilities, and shopping arcades as they rely on a fire sale of properties to balance the books.

Growing Financial Challenges Prompt Asset Sales

A coalition of councils representing major urban areas in the UK reported that 60% of local authorities are planning to sell assets to cover the escalating costs of social services for vulnerable individuals.

Councils have previously faced criticism for disposing of public land and land to support their finances, but they argue they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

This coalition noted that a high proportion of councils attempting to raise money from a fire sale of holdings represented “a distinct shift from 2024, when the largest share (60%) of municipal officials stated they would prioritise service redesigns and using savings to manage growing fiscal pressures.”

Detailed Cases of Proposed Disposals

One local authority in southeast England announced its asset disposal plan featured the sale of a retail complex in a local town and a community venue in Rochester to raise £20m over five years.

  • Gillingham golf club and commercial properties owned in two English counties, which all generate rent for Medway council, will additionally be disposed of under the plan.

Local Levy Increases and Wider Fiscal Strains

This research of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will have to raise local levies next spring to cover the rising cost of core provisions, increased rates of homelessness, and a persistent housing shortage.

The authority said it will proceed with asset sales after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but some of these require time to deliver both better provisions and cost efficiency,” said a council leader.

He continued: “There are demographic pressures which will continue to add to the pressures we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

National Patterns and Projections

Research of county councils this week also found council budgets being stretched by the growing number of children and older individuals needing special educational assistance.

A network of councils said that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to cope with increased demand.

Ministers have delayed scheduled changes to the Send system until next year after a white paper setting out those reforms was recently delayed.

Deprivation and Financial Shortfalls

According to the latest deprivation measures (IMD) covering UK local authorities, many participating urban areas were included in the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the latest deprivation indices,” noted the study.

“Although only a single urban area is in the top 10 for disadvantaged communities nationally, cities are much more prone to be in the most deprived fifth of the nation. The figures underscores the extent of difficulties facing local leaders across major urban centers in the coming year,” the report concluded.

“Council officials have been explicit about the need for a fair and sustainable funding system that reflects and responds to the real levels of disadvantage and need,” said a council leader.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to fund, and which to reduce, to the detriment of their residents.”

A fifth of local authorities have reduced or weakened social care provision in the last year, the survey found.
